The go-to response by seasoned relief workers, like those who responded to the crisis in Kenya and South Sudan last December, is to “team up with a local or other aid group” so that two or three people can work together, effectively doubling the effectiveness of any single rescuer. While groups like the U.S. Agency for International Development (USAID) are still working to establish international standards that guide the standards of non-government organizations (NGOs), it’s no surprise that the practice of using multiple people to accomplish a greater task had surfaced in a field hospital at Mankono. USAID had sent no one to provide follow-up medical care or to handle more complicated emergency room situations, but a handful of volunteers in two groups of four had responded. Some were doctors, and some were nurses and first aiders. Others provided psychosocial support to the local community and administered vaccines. For some of the 32 children who were rescued, at least it was better than the five-hour delay that had preceded the first trip to the field hospital in Kouré.

The U.S. government’s response was delayed by the July 1 election in Nigeria, where more than 3,500 people were killed on the streets, as many more displaced or fled their homes, and nearly four million people in the northeast were reported displaced from their villages by Boko Haram’s mass kidnapping of girls, probably more than any other incident of its kind in the world. But Secretary of State John Kerry ultimately signed on to a $57 million dollar grant to the U.S. Agency for International Development to provide technical support, assistance with security, and $1 million to the nongovernmental organization (NGO) Mercy Corps to help the 32 community-based organizations prepare for future epidemics and to ensure that NGOs continue to be involved in post-election recovery and reconstruction in Nigeria. Mercy Corps opened this July in the northern city of Kano, and other NGOs have also stepped up to try to help the communities. The U.S. government provided $52.8 million in USAID funds to the 31 NGOs on July 1.
