The guidelines also spell out in greater detail the types of content that can be restricted, including “obscene, indecent or profane material” and “educational” material that is deemed appropriate for “young children.”
Comcast said the FCC’s guidelines would ensure that pay-TV operators are able to “determine the content that is most appropriate for their customers and comply with the Children’s Television Act and the Communications Act” when restricting access to video-on-demand services.
“There is no question that Netflix is a very popular Internet-based video streaming service that delivers TV programming to millions of Americans,” said the company in a statement. “We are pleased the FCC is asking questions about how online video is distributed over the cable system and for the industry to work together on a solution to allow consumers more choice and greater access to the content they want.”
The FCC issued the guidelines as part of a request for comments on how pay-TV operators could provide greater access to Internet-based video services. The guidelines also ask the FCC to address whether pay-TV operators must “offer a stand-alone Internet-based video streaming service” or if they can provide services that are not available on their TV services.
